Arce Catacora, Luis Alberto, 1963–, Bolivian government official and political leader. Trained as an economist, Arce held several positions at Bolivia's central bank (1987–2006) before becoming minister of economy and finance (2006–17, 2019–20) under President Evo Morales. A member of the Movement toward Socialism party (MAS) but regarded as a technocrat rather than a populist, he led Bolivia's nationalization of the oil and gas industry, which, coupled with rising prices, greatly accelerated the country's economic growth between 2006 and 2014. Arce is the author of a number of books and articles on economics.
