Costa, António Luís Santos da, 1961–, Portuguese lawyer and political leader, b. Lisbon. A Socialist, he served on Lisbon's municipal council in the 1980s, then in the national assembly (1991–2004, 2015–). He has been minister of parliamentary affairs (1997–99), justice (1999–2002), and interior (2005–7) as well as a member of the European Parliament (2004–5). He then served as mayor of Lisbon (2007–15) and in 2014 became Socialist party leader. After the 2015 parliamentary elections, he formed a minority government with the support of other leftist parties and became prime minister; he continued in office similarly after the Socialists won a plurality in the 2019 elections.
