Malpass, David Robert, 1956–, American government offical and finance executive, b. Petoskey, Mich., B.A. Colorado College, 1976, M.B.A. Univ. of Denver, 1978, fellow School of Foreign Service, Georgetown Univ., 1983. Malpass worked under presidents Ronald Reagan and George H. W. Bush in the Treasury and State dept. and was an economist at Bear Stearns (1993–2008; chief economist from 2002) and founder and president (2008–17) of Encima Global, a macroeconomics research firm. Named under secretary for international affairs at the Treasury (2017–19) by President Trump, he was nominated by Trump to be president of the International Bank for Reconstruction and Development (World Bank) in 2019. Prior to his appointment, Malpass had been highly critical of the World Bank for many years.
