In its second year of existence the Bowl Championship Series has worked again. Top-ranked Florida State (11-0) will face second-ranked Virginia Tech (11-0) in the Sugar Bowl on Jan. 4, 2000.

BCS boosters had somewhat of a scare a few weeks back when talk circulated that Virginia Tech could possibly finish the season undefeated but still lose out on the Sugar Bowl berth to Nebraska. But the once-beaten Cornhuskers, despite winning their final two games (including the Big 12 Championship game), could not overcome the Hokies in the BCS standings.

College football observers who favor going to a playoff system in Division 1-A will have to hold their tongue for another season as controversy was avoided again with the BCS rankings.

The BCS, which uses polls, computer tabulations, strength of schedule and number of losses to calculate the rankings, debuted last season. It pitted Tennessee and Florida State in the national title game at the Fiesta Bowl. The formula was tweaked a little for 1999, and it appears to have worked out again as the top two teams in the Associated Press poll will meet for 33rd time in history.

Poll Average — The average of the ESPN/USA Today coaches poll and AP media polls. Others receiving votes are calculated in order received.
Computer Average — Average of Richard Billingsley, Dunkel Index, Kenneth Massey, New York Times, David Rothman, Jeff Sagarin's USA Today, Matthews/Scripps-Howard and The Anderson & Hester/Seattle Times rankings. The computer component will be determined by averaging the seven highest computer rankings. The lowest computer rankings will be disregarded.
Schedule Rank — Rank of schedule strength compared to other Division I-A teams divided by 25. This component is calculated by determining the cumulative won/loss records of the team's opponent (66.6 percent) and the cumulative won/loss records of the team's opponents opponents (33.3 percent).
Losses — One point for each loss during the season.
Notes — BCS Rankings each week will list the top 15 teams.
