RUGGLES, Charles Herman, a Representative from New York; born in New Milford, Conn., February 10, 1789; completed preparatory studies; studied law; was admitted to the bar and began practice in Kingston, N.Y.; member of the state assembly in 1820; elected as a Federalist to the Seventeenth Congress (March 4, 1821-March 3, 1823); circuit judge and vice chancellor of the second judicial district of New York 1833-1846; moved to Poughkeepsie, Dutchess County, N.Y.; member of the state constitutional convention in 1846; judge of the Dutchess County court; again elected a member of the state assembly; judge of the court of appeals 1847-1855; died in Poughkeepsie, N.Y., June 16, 1865.
