LOSER, Joseph Carlton, a Representative from Tennessee; born in Nashville, Davidson County, Tenn., October 1, 1892; educated in the public schools and the Y.M.C.A. Law School; member of Tennessee National Guard in 1910; secretary to the mayor of Nashville 1917-1920; Cumberland University, Lebanon, Tenn., LL.B., 1923; was admitted to the bar in 1922 and commenced the practice of law in Nashville, Tenn., in 1923; assistant city attorney of Nashville, 1923-1929; assistant district attorney general of the tenth judicial circuit 1929-1934 and district attorney 1934-1956; delegate to the Democratic National Conventions in 1944, 1952, and 1960; member of the United States Coast Guard Reserve in 1944; presidential elector in 1956; secretary of Democratic Executive Committee of Tennessee 1954-1958; elected as a Democrat to the Eighty-fifth, Eighty-sixth, and Eighty-seventh Congresses (January 3, 1957-January 3, 1963); unsuccessful candidate in 1962 for reelection to the Eighty-eighth Congress; resided in Nashville, Tenn., until his death July 31, 1984.
